  • Director & Founder

    Develeco was founded in 2021 by Tom Handford. During his career, Tom has been involved in a wide range of construction projects throughout the UK and Europe. As a Chartered Project Manager with the Royal Institution of Chartered Surveyors, Tom has led the delivery of large office redevelopments for global clients such as WPP plc, LaSalle Investment Management and Floreat. Tom has also gained experience delivering hotels, industrial warehousing, and high-end residential developments.

    Tom has a BSc in Building Surveying and an MSc in Sustainable Building Technology, from the University of Nottingham. The Master’s Degree is founded on engineering principles and facilitates an in-depth understanding of renewable technologies, thermodynamics, and sustainable construction techniques including procurement and material selection. Focusing on sustainable technology integration within the built environment, this Master’s Degree places Tom in an ideal position to challenge project teams and to drive considered, sustainable solutions into all projects. Tom is a Certified Retrofit Coordinator under the PAS 2035 Standard.

  • Associate Director

    Paz is a Project Manager and brings 15-years of industry experience. She specialises in complex, high-value projects, with a particular focus on residential development over recent years. Paz also brings with her experience working with heritage buildings. 

    A former architect, Paz has a thorough understanding of the design development process, design team dynamics, roles and responsibilities, construction, and technical delivery. This background gives her an edge in directing teams, resolving issues effectively, and reducing inefficiencies. With meticulous attention to detail and strong negotiation skills, she establishes robust frameworks that keep teams focused and ensure projects run smoothly.

  • Associate Director

    Mark joined us in 2025 as an Associate Director, leading our energy and sustainability team. He comes with 13 years of experience working for Building Services and Energy Engineering consultancies. Mark specialises in Town Planning related report (energy, overheating, whole life carbon) as well as Net Zero auditing and TM54 operational energy analysis using IES Virtual Environment.

  • Senior Quantity Surveyor

    Paul is a Chartered Quantity Surveyor with the RICS with over 15 years experience in the industry. Alongside traditional QS services within the residential and commercial office sectors, Paul specialises in Whole Life Carbon Assessments, Life Cycle Costing, and Optioneering.

    Paul holds a Masters degree in Sustainable Building Technology and makes accurate forecasts of whole-life carbon costs by aligning whole life carbon assessments (WLCAs) and lifecycle cost assessments (LCCs).

  • Senior Surveyor

    Phil is an experienced Senior Quantity Surveyor & Project Manager, having worked both contractor and client side across a wide range of construction sectors. Over the last 12 years, Phil has gained knowledge in all aspects of construction and administering of contracts with a view to effectively control project risk, quality and timescales. Phil has been exposed to technical projects such as live hospital environments, fully enclosed sites with limited site access, as well as complex refurbishment projects on listed buildings with asbestos and bespoke fire detailing.

  • Senior Surveyor

    Jack graduated from university with a BSc Hons in Building Surveying, a course which included a year in the industry at a multidisciplinary building consultancy firm where he gained experience in Contract Administration and solidified his understanding in property and construction. Following university, he worked for a Project Management firm where he became an RICS Chartered Project Manager and managed a variety of fit outs in central London whilst also being involved in other more substantial cut and carve projects.

  • EPC and ESOS Specialist

    Daniel started his property career in 1999, advising on commercial property investment. As a consultant, Daniel offers a broad range of energy services including; Level 5 EPC assessments, EPC Improvement Audits, ESOS, ISO 50001, Energy Audits and Solution reporting, Display Energy Certificates, and Behaviour Change reports. Daniel has acted as an independent evaluator for other commercial EPC assessors. He also co-authored the insight report on MEES, published by the RICS.

  • Low Carbon Consultant & Energy Assessor

    Andrew is accredited as an OCDEA with Elmhurst and certified by CIBSE as both a Low Carbon Consultant (LCC) and Low Carbon Energy Assessor (LCEA). He delivers energy and sustainability assessments across residential, commercial and mixed-use projects, specialising in IES dynamic thermal modelling, SAP, overheating analysis (TM52 & TM59), and Part L compliance. Andrew advises on passive design, low- and zero-carbon strategies, and building fabric optimisation, supporting planning submissions, BREEAM credits, and EPC production.

  • Energy & Sustainability Consultant

    Ollie has over eight years of experience working in the real estate sector, starting out in law, before transitioning into sustainability. He has overseen planning applications for numerous major development projects in London that were referred to the Mayor of London’s planning team, with Ollie’s team responsible for delivering the Energy and Sustainability Statements and Whole Life Cycle Carbon Assessments.

    Ollie acts as a sub-consultant and is a qualified BREEAM New Construction Assessor, Domestic Energy Assessor and PAS 2035 Retrofit Assessor. He also has a vast wealth of experience in dealing with organisational carbon reporting and ESG development, including reporting for the Streamline Energy and Carbon Reporting (SECR) regulations.

  • Project Manager & Energy Assessor

    Angus has a background in property development with C&N Properties and holds a degree in International Business from Nottingham Trent University. He is fluent in Spanish and is a Level 6 Rugby Union Referee. Angus joins us as a Graduate Project Manager and is also training to become accredited with Elmhurst and OneClick.

  • Graduate Project Manager

    Bethany Sherwin joins our team as a Graduate Project Manager. With a degree in Anthropology from the University of Goldsmiths, Bethany specialised in the Anthropology of Architecture. She is a great fit for Develeco, and resonates strongly with our passion to deliver beautiful, low carbon buildings that drive positive change within the built environment.

  • Energy & Sustainability Engineer

    Jesus holds a Master’s degree in Architecture and Sustainable Design. Proficient in IES, BIM, and other energy simulation tools, Jesus supports with both commercial and domestic energy assessment.
